Why should we have Game Bar & Game DVR? Well you don't, Game DRV is to record your in game highlights... You can do this with 3rd party program. However, this might not be the reason for you FPS/Stuttering issues. DiagTrack is an issue as well, which can cause major stuttering issues in your games.

  • Game Bar & Game DVR
    • Open Windows Settings by push Windows key + i key.
    • Select Gaming then select Game Bar.
    • Click on the On/Off switch that is at the top (Record game clips, screenshots, and broadcast using Game Bar).
    • Next click on Captures (left side).
    • Click on the On/Off switch that is near the top (Record in the background while I'm playing a game).
2. Disable/Turn off DiagTrack
  • DiagTrack
    • Open Windows Services by pushing Windows key + r key, then type services.msc in the text area.
    • Look for Connected User Experiences and Telemetry.
    • Right click it, and select Stop.
    • Right click on it again, and select Properties.
    • Where it says "Startup type", click on the drop-down menu, and select Disabled.
    • Click on Apply that is located at the bottom of that window.
You do the steps above then your FPS drop, and/or your stuttering should lessen, or none existent.
